It does seem like the Moroccan police were apathetic or negligent in blocking the influx of people, but still like, imagine the Spanish government explaining its position to an alien visiting from outer space. "To uphold human rights, we grant everyone who enters our soil a right to apply for asylum. Therefore we demand that the neighbouring country block, beat, teargas or do whatever they must to obstruct people from getting onto our soil." The root of the problem (in Spain and pretty much everywhere else) is that the asylum laws meant to protect refugees in grave danger instead primarily help whoever has the resources (or apparently the swimming ability) to physically show up.
